Bill, I'm confused, this mcgiaal inter-operator billing tool has to be something within the realms of technology. The only products I can think of that you are referring to are:-1.  Network Re-direiction    The process whereby a network in effect blocks the usage of selected FNO's by there Outbound Roamers to take advantage of favourable Roaming rates being offer by competitor networks in that Roaming country.2.  Gateway Nework Intercept    In many ways the combatent to  1  above, this provides interception of  Location Update ,  Change Location  messages from a network hosting an Inbound Roamer from a network who is applying  Network Re-direction  against them. This service works by changing the VLR id of the host network thus nutralising filtering against that network which the Roamers home network may wish to apply.  This also minimises the connectivity between the subscriber and the subscribers home network by acting as a sudo-HLR and mimicing transactions between the subscribers home network and the subsciber themselves.These are pretty standard products which are readily available from vendors such as  Roamware  and  Starhome Are these the kind of services your trying to find out about or is there something I'm missing?
